1861-74: California State Capitol - construction or not?

The California State Capitol is located in Sacramento. The Neoclassical structure was completed between 1861 and 1874 at the west end of Capitol Park, which is framed by L Street to the north, N Street to the south, 10th Street to the west, and 15th Street to the east.
I had no plans on touching this structure, but as it often happens, I could not help it. Tell me if you see anything wrong with the below "construction" photograph. The photo was obtained here, and the contributing institution is listed as the California State Library.

Why do you think we have issues like this?

Re; California's old structures, there are Very old Tartarian buildings all over California, probably older than the 1800s, as in 1750 and back.
I have lived in California most of my life, and am 4th generation CA. Old San Fransisco buildings (before demolished) are as old as Parisien buildings. We have these old photos. The 'California missions' are old restuccoed, refaced, disguised Tartarian buildings, Crosses added, now looking like a movie set redo complete with fake old 'wild west' Mexican/wood shacks and corridors added.
The evidence shows there was a high culture here, high tech, etc., all that the Tartarian culture purports, and they were living in harmony with the native tribes... till 'They' came... (who were 'they'? is the question.) All were slaughtered. And, there were giants living on Catalina Island. I have a friend whose family (long from Catalina) remembers them/their stories back into the 1800s.

So why is this site supporting Anatoly Fomenko, who insists the main California Narrative is history--that it was only native Americans here till the Spanish came? This is not true. (--beyond the island info which surely fits in somewhere). (Balboa Park San Diego below)
